Although it saw only brief service with Luftwaffe frontline units at the beginning of World War II, the He 46 remained in use until 1943 as a night-time nuisance bomber; it was also operated by the Hungarian Air Force.
The export version of the He 46C-1 intended for Bulgaria—designated the 46eBu—was powered by a 735 hp Siddeley Panther engine, featured a NACA engine cowling, and was armed with a single MG 17 machine gun. Eighteen units were manufactured, but they were never delivered to Bulgaria; instead, the Luftwaffe utilized them for training purposes.
