The prototype made its maiden flight in November 1942, and by mid-1943, the K11W entered service with the Imperial Japanese Navy (IJN), receiving the official designation "Navy Operational Trainer Shiragiku."
The aircraft was powered by a 515 hp, nine-cylinder radial engine driving a two-blade metal propeller.
For training in the use of onboard weaponry, it was equipped with a flexible-mount 7.7 mm machine gun in the rear; it could also carry 30 kg or 60 kg bombs. In May 1945, some of these trainers were converted for offensive operations, fitted with a fuselage hardpoint capable of carrying a 250 kg bomb.
During May and June 1945, they were deployed in attacks against the radar installations of American ships in the vicinity of Okinawa.
