The tank was built by MAN from May 1939 to August 1939 and featured the Maybach HL62TRM engine and a seven-speed gearbox, making it faster and more maneuverable than the early Panzer IIs and having a shorter, wider and higher hull than the other models.
The Panzer IID attempted to improve the tank's cross-country ability by installing a chassis with four large rollers on each side.
Although the vehicle reached a top speed of 55 kilometers per hour, the off-road characteristics were not as good as they could have been, so only 143 II D/E tanks were built.
The last version, the II F, was withdrawn from the front in 1940.
Some of the II D were converted by Magirus to be bridge layers.
