The first flight took place on March 10, 1977, and deliveries to combat units began in 1981.
The EF-111A Raven retained the F-111A's navigation systems and featured a modified AN/APQ-160 radar, primarily used for ground mapping.
However, the Raven's main feature was the Raytheon AN/ALQ-99E jamming system, based on the US Navy's ALQ-99 for the Prowler.
The main electronics were housed in the weapons bay, with the transmitters in a 4.9 m long, canoe-shaped, ventral radar dome. The entire system weighed approximately 2,700 kg. The receivers were located in a pod mounted at the tip of the vertical stabilizer, similar to that of the EA-6B. The aircraft's electrical and cooling systems required extensive modernization to support this equipment. The cockpit was also redesigned: all flight and navigation displays were moved to the pilot's side, and the flight controls, with the exception of the thrust levers, were removed from the other seat, where the electronic warfare officer's instruments and controls were installed.
