In 1938, the Reich Air Ministry demanded a modern naval trainer aircraft.
The Arado Ar 199 was the design for seaplane crew flight training.
The machine was similar to an Ar 196 but based on the Ar 79 and Ar 96 but was all-metal and catapult capable.
The Ar 199 possessed two all-metal floats ending in a flat deck.
31 Arado 199 were built, 5 prototypes and 26 production machines.
Originally, according to the RLM Disposition Plan No. 10 of January 1, 1939, 65 machines were required.
The pre-series consisted of 26 machines (WNr.001-026), the last 4 were built in France.
They were mainly used in rescue.
The series was canceled as the need for fighter aircraft was of greater importance.
