The OTR-23 Oka was a mobile short-range ballistic missile introduced by the Soviet Union towards the end of the Cold War to replace the aging R-17 Elbrus.
It bore the NATO designation SS-23 Spider.
The introduction of the Oka significantly enhanced Soviet nuclear capabilities on the battlefield, as its range and precision allowed for engaging not only stationary NATO targets—such as airfields, nuclear weapon delivery systems, and command centers—but also mobile targets.
