Although the Royal Navy possessed one of the strongest navies in the world, it knew it needed a fleet of fast combat ships to challenge enemy warships and inflict heavy damage on enemy merchant vessels. The Vosper company had been developing such ships since the early 1930s, prioritizing stealth, speed, and maneuverability. The 22-meter-long Vosper motor torpedo boat was a further development of these earlier vessels.

Powered by three Packard engines, the Vosper reached speeds of over 40 knots and in this variant was equipped with four 45.7 cm torpedo tubes on the deck, a 20 mm Oerlikon gun and up to four Vickers machine guns.
