The "Rogozarski" factory acquired a license to produce the RWD-13, designated RVD-13, in 1938.
The first two aircraft were manufactured in mid-1938, bore the civilian registrations YU-PFE and YU-PFO, and participated in the Small Agreement international race in late August/early September 1938.
One crew took first and second place in their category.
From the following year onward, both civilian RVD-13s were used exclusively for military purposes.
"Rogozarski" produced four RVD-13s and two examples of the ambulance version, the RVD-13S.
The planned commissioning of 20 RVD-13S ambulance aircraft did not materialize because tests in Bela Crkva in 1939 revealed that the aircraft required a long takeoff run when fully loaded. This characteristic rendered the RVD-13S unusable at most auxiliary airfields.
In April 1941, the 721st Ambulance Squadron had two RVD-13S aircraft, and the 722nd Ambulance Squadron had two more, which were mobilized during the course of the war. One of the two aircraft belonging to the 722nd Ambulance Squadron was the RVD-13S BR. 3, which had been delivered by the Rogožarski company after the outbreak of war (this aircraft had been undergoing a major overhaul since June 1940 and was 95% complete by March 31, 1941, but still lacked an engine).
One RVD-13S was stationed with the 702nd Signals Wing and another with the 5th Fighter Wing (shot down near Režanovacka Kosa). Judging by the situation in April 1941, all RVD-13s were used as air ambulances during the April War. The Germans captured one RVD-13S in Lazarevac and handed it over to the Croatians, where it remained in service until 1944 with the registration 5501.
